The VIC-20 was quite inexpensive (at least past the summer of 1983) and had plenty of cheap I/O accessible. Compared to its more famous brother the C64, if you didn't need high resolution graphics, synthesizer quality sound and could live with external memory expansion, the VIC was well suited for various industrial applications. Military I dunno but not as outrageous at it might sound.
